Lockwood City Council Regular Session Minutes

Monday, August 8, 2011 6:30 p.m.

 Lockwood City Hall, 107 E 8th, Lockwood, MO

 I. Call to Order

 Mayor Lasater called the meeting to order at 6:30 p.m.

 II. Roll Call

 Mayor Don Lasater

 Alderman David Muncy

 Alderman Larry Allen

 Alderman Russ Nentrup

 Alderman Dennis Bench

 Also present were: Troy Carrier, Lennis Queen, Rayma Davis, Mike Galer, Elizabeth Althoff, Roger Stone, Donald Needham, Dannie Bettis, Shirley Mitchell, Barbara Routledge, Ruth Cottingham.

 III. Approval of Agenda

Motion by Alderman Nentrup, second Alderman Bench to approve the agenda. Motion carried 4-0.

 IV. Approval of Minutes

A. Regular Meeting July 11, 2011

Motion by Alderman Nentrup, second Alderman Allen to approve minutes. Motion carried 4-0.

V. Public Hearing – 2011 Tax Rates

Mayor Lasater opened the public hearing at 6:35 p.m.

Assessed valuation for 2010 was 7,367,723.

 Tax rates for 2010: General .5672, Parks .1512 and Library .1797.

Amount of property tax budgeted for 2010 was $66,170.

Assessed valuation for 2011 is 7,301,399.

Proposed tax rates for 2011: General .5748, Parks .1532 and Library .1821.

Amount of property tax budgeted for 2011 is $66,450.

(These rates are subject to revision by the Missouri State Auditor.)

No comments were made.

Mayor Lasater closed the public hearing at 6:40 p.m.

VI. Citizen Participation

A. Troy Carrier was present to ask about cleaning and painting the caboose in Smith Park for his Eagle Scout project. He will begin painting the next cool weekend and the work must be completed by October 23, 2011. Area scouts and friends will assist with the painting. Motion by Alderman Bench to approve Troy Carrier painting the caboose and the city will purchase the paint for the project. Second by Alderman Allen. Motion carried 4-0.

 VII. Unfinished Business

A. LAGERS Presentation

Elizabeth Althoff, LAGERS Public Relations Specialist, was present to visit with the council about LAGERS and the Rule of 80.

B. Storm Warning Siren

Mike Galer presented a sample storm warning siren procedure. Council made recommendations for additions to the procedure. Motion by Alderman Nentrup to accept the procedure for sounding the storm warning siren with the suggested modifications. Motion seconded by Alderman Allen. Motion carried 4-0.

VIII. New Business

A. Bill 11-08 Ordinance A-426 Set 2011 Tax Levy

Council Bill 11-08 was introduced by Mayor Lasater and read by title only.

Motion by Alderman Muncy, second by Alderman Nentrup to accept the first reading of Council Bill 11-08.

Roll Call: Aye; Bench, Allen, Muncy, Nentrup, Nay; none, Abstain; none, Absent; none.

Council Bill 11-08 was read by title only a second time.

On motion of Alderman Bench, second by Alderman Nentrup. Council Bill 11-08 was approved by the following vote: 

Aye: Allen, Bench, Muncy, Nentrup

Nay: none

Absent: none

Abstain: none

The Mayor declared Council Bill 11-08 adopted as Ordinance A-426.

B. Bill 11-09 Ordinance A-427 Establish a procedure to Disclose Potential Conflicts of Interest and Substantial Interests for Certain Municipal Officials

This ordinance must be renewed every two years and sent to the Missouri Ethics Commission.

Council Bill 11-09 was introduced by Mayor Lasater and read by title only.

Motion by Alderman Bench, second by Alderman Muncy to accept the first reading of Council Bill 11-09.

Roll Call: Aye; Muncy, Allen, Bench, Nentrup, Nay; none, Abstain; none, Absent; none.

Council Bill 11-09 was read by title only a second time.

On motion of Alderman Nentrup, second by Alderman Bench Council Bill 11-09 was approved by the following vote:

Aye: Muncy, Allen, Nentrup, Bench

Nay: none

Absent: none

Abstain: none

The Mayor declared Council Bill 11-09 adopted as Ordinance A-427.

C. John Deere Lease

The John Deere mower can be paid off for $7,003.24 which will save approx $669 in interest. Motion by Alderman Nentrup, second by Alderman Bench to pay off the John Deere mower in the amount of $7,003.24. Motion carried 4-0.

D. Repairs to Baseball Score Board

The scoreboard in Smith Park needs repaired. It was donated by Coca Cola several years ago. Alderman Nentrup will contact Coca Cola for information concerning repairs or replacement.

E. Pay City Bills

City bills paid on motion by Alderman Muncy, second by Alderman Bench. Motion carried 4-0.

IX. Other Business

No other business was discussed.

X. Department Reports

Received $2,777.12 reimbursement from FEMA for Feb 1, 2011 snow storm.

A new slide has been received from a grant written by Charity Bayless. It will be placed in Smith Park. The 5 year plan will be reviewed to make sure we are on schedule with renovations to continue to receive grants.

Alderman Bench and Alderman Allen gave a report on the council procedures meeting they attended in Springfield on July 28.

Web site is being worked on and should be ready soon.

Motion by Alderman Nentrup to go into closed session pursuant to Section 610.021 (3) of the Revised Statute of the State of Missouri pertaining to hiring, firing or disciplining or promoting an employee. Motion seconded by Alderman Bench. Motion carried Bench-aye, Nentrup aye, Allen-aye, Muncy-aye. Nay-none; Abstain-none; Absent-none.

Motion by Alderman Allen to come out of closed session, second by Alderman Muncy. Motion carried Allen-aye; Nentrup-aye; Muncy-aye; Bench-aye. Nay-none; Abstain-none; Absent-none.

Motion by Alderman Bench, second by Alderman Nentrup to accept the resignation of Officer Ryan White. Motion carried 4-0.

XI. Adjournment

Motion to adjourn by Alderman Bench, second by Alderman Muncy.
